Because people under the age of 23 are not mature enough to maintain a relationship without hurting their partner or themselves emotionally.
Keep in mind - ALL relationships, except one (the person you marry) WILL end; it takes some people many years (or never) to learn how to leave a relationship on good terms, which is why it's recommended that you don't try it until you're old enough to understand the hows and whys.

Because friendships are for company. Dating is for marriage, babies, and forever. Not the kinds of things anyone under 18 are ready for. Girls are so ready to please and guys just want sex. So here comes baby 9 months later and Mommy is just 14. So 14 Mommy either has to juggle a baby and 8th grade, or adoption, or her parents raise the kid, or she sneaks off and gets an abortion. No 14 should have to make those choices. So be patient till 18. Its worth waiting. At least then you can get a home, job, car, and fake maturity and adulthood.

because those younger than 18 really do not have a good handle on what it takes to be responsible. Basically, the older you are the more life experience you have and the better equipped you are to handle sticky situations.
