Honestly? I think you should understand that the welfare of children is a very important part of our culture.
Should a stranger impose their will on you for trivial child-rearing matters? Probably not, as it would likely do no good and would be considered rude.
However, there are people in the world who do not understand how to properly care for a child, to the point that the child is abused or at significant risk of injury or death. In those cases, it would be tragic for the child, and for society as a whole, to remain uninvolved.
Remember that while some parents abuse on purpose, many others don't realize that they're putting their child at risk. If a parent truly loves their child, they should be grateful to receive the information (how many chlidren have died from SIDS or "shaken-baby" syndrome because they lacked information?) -- and if the parent does not love their child, that child needs to be protected.
This doesn't mean people should tell you whether or not it's too cold for your child to be outside without mittens -- but if you're hitting your child (for instance), intervention should be considered appropriate. After all, if you are doing something (in this example, hitting your child) for the right reasons, your actions should be defensible when scrutinized, and so why should you fear that scrutiny? You should welcome it, when it comes with good intentions -- that is, to make sure your child is safe.

I think it really depends. It depends on issues surrounding the discipline. If there is abuse going on then that child, that family needs help. Also it depends on whom it is that is interfering. A relative, a social worker, friend, etc.. If its just a noisy neighbor or an annoying relative, in one ear out the other~

Depends on how your disciplining them? Just because you don't hit them (I am assuming) you can hurt them just as bad mentally if that is the way you go.
You don't elaborate on what you do to discipline so it is hard to give you an answer.
