It depends, really. If someone has hemmohroids, it is better to sit and wipe with a wet towelette. The reasoning behind this is that when you are sitting, the hemmohroids are protracted from your anus, making it easier to clean. That way, when you sit down with your underwear on, you won't leave any "streak marks" on your underwear.

But seriously the best is to wash it thoroughly like our mothers used to do to our bums when we were infants.

It is my opinion that it is better to sit, you are better able to clean more of the buttock area (unless your backside is to big) then it would be better to stand and bend forward. The point or object is to ensure that the area is adequately wiped.
