If you don't want to spend the big bucks for Photoshop (which is definately the best option), Adobe makes a great little Photoshop-lite app called 'Adobe Photoshop Elements'.
It includes a pared down version of Photoshop as well as a great photo organizing tool.
I think it runs around $80.
And if you REALLY want to go cheap, try Gimp. It's a free app that tries to "replicate" the functionality of Photoshop. Not really for a novice, however.

Anything not made by Adobe--support is the worst ever and hard to contact any support, have to go to a forum which takes months for a reply. Have used several version of Photoshop Element and the latest elements 13 is the worst ever. Do not buy!!! loses pictures, duplicates picture locks you out trying to find lost pics, etc.

Photoshop is the best, but the learning curve can get crazy. Maybe just using photoshop elements . It's for photographers!
