I suggest she see the doctor again -- or a different doctor. Sounds like venous stasis. Has the doctor suggested that? With the history of phlebitis, it seems like a possibility. There is a description of venous stasis at the site listed below. You might want to show your mom the symptoms so that she can decide if they are similar to hers.

I know that sitting for long periods or standing on your feet for long periods can cause the swollen, prickly, burning symptoms to appear. Sometimes the leg reddens and the area becomes hard. Exercising for a total of 30 minutes a day will help to prevent the problem, but people who are bedridden or are forced to be inactive can have difficulty moving enough to make a big difference. Elevating the leg(s) can be very helpful. Your doctor will probably have other ideas, as well.

Be sure to see a doctor you trust. Edema can also be caused by congestive heart failure and other kinds of disorders. It would be best to have a thorough examination by a qualified physician.

The person below suggests cellulitis. Although I have no experience with this, it sounds like it is worth checking out. http://www.mayoclinic.com/health/cellulitis/DS00450

Each of the four chambers of the heart has influence on each of the four extremeties. Right atrium failure can cause swelling in the right forearm. Left ventricle failure can cause swelliing the left lower leg. So maybe the doctors need to scan her heart not her leg.
