4 week old puppy? Was this puppy born to you? A responsible breeder should not sell a puppy until they are 8 weeks or older. A 4 week old puppy is not going to have a lot of bladder control. I am not sure how you got such a young dog, but I would try wee wee pads at first. The younger the dog, the more often they will have to go outside. Young puppies will have to go outside at least ever half hour.

Wee wee pads are helpful if you need the dog to pee somewhere specific and are specially designed to attract dogs to pee on them. Make sure you set a schedule and stick with it. Pick on particular spot in the yard (or wherever it is you are potty training your dog) and take him/her to that same spot to pee every time. Say "go potty" "outside" "go to the bathroom" or whichever words you chose. Make sure you praise the dog and show how happy you are. Sometimes you can even give him/her at treaet/ Don't overdue the treats, or you will add too much weight to a dog.

Take away the water dish a few hours before you go to bed. Keep you puppy on a feeding schedule. You will have to feed him six or four times a day depending on the breed etc. Make sure you watch for signs of sniffing, turning around etc. Take your dog outside immediatly!

Block off a certain room as "puppy proofed" Keep your dog in this room when you can not supervise him, and let him see the rest of the family through either a playpen or babygate. This helps to prevent accidents.

Well a 4 week old puppy is too young to be taken away from his mother so please just be patient with him. Take him to a vet and make sure he is healthy. As far as the potty trainging goes..take him outside as often as you can and when he goes potty outside give him lots of love and a treat. Just keep doing this and he will catch on. Don't buy into the pee pee pads or new papers...its just teaches them to go in the house. I would also invest in a dog crate and keep him in there are night and when you are gone. Just make sure you get him to a vet so make sure he is healthy because a 4 week old puppy should not be taken away from mom yet.

Use pee pads... put them in the same spot.. also use the same feeding time.. you can leave water down but be sure to take him out every hour... since the pup should still be with his mother it will be hard he is not mature enough to know how to be on his own. the more you tell him hes a good boy and reward him for going on the pee pad and outside the more he'll learn. if he pees not on the pee pad place him on the pad and say potty. after he starts using the pee pads frequently start taking him outside... and every time he is outside say potty or outside... they start to learn the sound of it and learn that is where they need to go... the more you work with him the easier it will be

First off 4 weeks is way to young to be away from mom. You will have a harder time training because of it. Remember, a dog (or pup) is only as good as it's training. It's all about house training your pup properly.
the first thing to remember about house training a puppy is there ability to hold themselves is limited. a rule of thumb is they can hold "it" usually 1 hour for each month of age. 2 months old = 2 hours, 3 months old = 3 hours, etc. when your puppy wakes up (morning, nap, whatever) the pup has to go, right then! take the pup out. when the pup eats or drinks, it has to go, take the pup out. after exercise (play), take the pup out. when the pup does it's thing outside praise it. a lot. tell the pup how good, how smart it is. you have to pay attention to the pups "looking for it's spot" behavior. when you see that behavior indoors, whisk the pup out. if you catch the pup in the act, simply tell it "NO!" and whisk it outside. if you find a puddle or pile after the fact, clean it up with an enzyme cleaner (pet food store) get a newspaper and hit.... yourself in the head and say "i should have been paying more attention" daytime training they get pretty fast. night time training is easier if you crate train the pup. also remember the one hour/one month rule. you will have to get up through the night

Buy nothing and train him!!
Don't use pads or newspapers - they just teach him to empty himself indoors. Try this instead -

House training is very easy because dogs naturally dislike soiling in their ‘den’. Lots of owners become very frustrated when their pup has an accident and they shout at, punish or worse – rub the pup’s nose in the mess!! None of us would dream of doing this with a child and would make an increased effort with the child’s potty training. So it should be with a pup. He/she is still learning about our ‘human’ world and what is acceptable and what is not.
If you shout at or punish your pup when he/she has an accident, he/she will not understand why. It is, after all, a most natural act. They will just find somewhere out of your sight to relieve themselves, perhaps behind the couch or under the bed.
The secret to successful house training lies in you getting the timing right. Pups generally want to empty themselves after they have just woken up, after eating a meal or after a play.
Try to anticipate when your pup wants to ‘go’. He/she may start sniffing or turning in circles. When you see your pup behaving like this, stop what you are doing and take him/her outside immediately. Take him/her to the spot where you want him/her to ‘go’ and wait. Don’t distract him/her by talking or playing just let him/her get on with it. As soon as he/she has finished hand out a treat and give him/her lots of praise. Remember to treat and praise within ONE SECOND so the pup can make the association between the action and the reward. Be prepared and keep treats in your pocket and an umbrella/raincoat by the door. This way you will not miss an opportunity to teach your pup the house rules.
If your pup has an accident, say NOTHING. Just clean it up then hit yourself over the head with a newspaper for missing the opportunity and not anticipating your pup.

Using an indoor crate can be very useful for house training as well as having many other benefits. Dogs like the security of the crate and feel quite happy in one if you have visitors that don’t like dogs. Your pup will not mess in his/her bed and providing you train him/her to the crate properly and don’t leave him/her too long, you can take him/her out when you are ready. Crates are particularly good for house training over night. You can let your pup out first thing in the morning, treat and praise and have instant success.

PS - Just noticed he is only 4 weeks - far to young to be away from his mum. Don't put any pressure on him and make sure you are feeding him correctly. You can put newspaper near his bed so that he has somewhere to go away from his bed. As soon as he is 6/8 weeks start the above training.

Get the puppy use to using a puppy pad. You can buy them at places like Petsmart, Wal-Mart, etc. After the puppy is trained using the puppy pad, gradually introduce him to using the bathroom outside.
