If they sniff around them before going in, you can sprinkle Cayenne pepper around the garden containing the flowers. This also works for cats.

Ouch! Those of you suggesting a shock collar...have you ever tried one on yourself??? I did before I bought one for my dog, and they seriously hurt!! No way would I treat my dog like that.
Are the flowers in pots or a flower bed that you're trying to protect?? What is the reason you don't want a small fence used?

Home Depot and other stores sell these "Shock Collars". Just put a perimiter around the flowers and the collars on the dogs... After gettin zapped once or twice they'll learn...

well first of all if your dog is male then it doesn't matter because in male dog pee there is a lot of nutrients which will make the flowers grown better faster and bigger but if our dog is female try and keep her away and yes a fence mite help

There are many devices they sell at the garden centers for discouraging deer and wild animals - it has a motion detector that turns on your sprinkler and chases them away. Of course, that won't work if your dogs love the sprinkler! This is one of them:

Do they like getting wet? If not, everytime you see them doing something bad shoot the hose at them! Only had to do it 3 times with my new puppy and she doesn't do anything I don't want her to anymore :-)
