well the truck is not paid for...when he pays me i will pay the truck off...so i will be returning the tags...is it possible

uhmm i would make sure you get the money b4 you let him drive off if you give him a bill of sale he could claim he paid you then a court battle is on but to answer ? he needs to get a temp tag from his state (county tag office) <------- a must first and put it on to drive back some states are tough about the hand written "i just bought it" tag

There are no laws preventing it, if the truck is running & in road worthy conditions. (all the lights work, horn, turn signals, no parts falling off, etc)

Yeah, they fly to your state, pay for it and drive it home.
