Most definitely. They are responsible for their children - their behaviour, their discipline, their well-being, everything.
If people can't find it in them to be responsible and accountable for someone else, they shouldn't have kids. It just burdens the rest of the country.

It depends on what they did, but, for the most part, yes. If they are under 18 and it's the action is serious, the kid should take some of the responsiblity, especially if the action harmed someone or something. Kids today need to be more responsibile for their actions and parents too need to step up.

A lot of the time the answer is yes. Children need to be brought up with boundaries and knowing right from wrong. They also need discipline and a lot of love. If a parent cannot give these things to their children those kids don't have a chance.

In some cases, yes. But as the child matures and becomes more aware of what is right and what is wrong, than the child should be blamed for his/her own actions, not the parents.

Generally yes, since the parents are the childs teacher. Not only can the parents be blamed, they can be held financially responsible until the little darling turns 18.

I believe not all parents are to be blamed but if you look at it, if your child is raised right then yes they will be good in growing up. But if the parents are always more worried about themseleves and not giving the right attention to their children then yes they are to be blamed if their child does something wrong.

Most definately YES, a childs actions are a reaction to mom and dads parenting skills. It's all about the power of a spanking. Spare the rod-spoil the child.

To some degree, yes. If the child is mis-behaving in public & the parents make no effort to control or correct, then the parents are to blame.

Depends. mostly yes. its a lack of teaching and discipline. but in some cases its the child and he is just a bad seed. I usually look at the parents first though. Parents today just don't care until their kid has done something outrageous.
