Depends on what you're trying to do.

If what you want to do is remove your previous operating system installation and start over from scratch with a new installation, simply drop in the installation disk and follow the directions, instructing the installer to use the whole drive (if asked).

There's rarely a need to low-level format a hard disk -- in fact, I'm a computer professional and have been using and building computers since 1979, and to date have *never* needed to do a low-level format.

If what you want to do is format the hard drive so that there is no trace of the data (before disposing of the drive, for instance) there are many good products that will do this (and other people here have already pointed you to a few of them.)

not a simple answer it depends on what you plain to lode any thing older that Windows 95 pretty much will do it when you drop in the operating disk: if beforee that a 95 takes a start up disk. befor that you had to lode a format lisk program before loading doss. in any affect partitioning will need to be done before that assuming your trying to reactivate a Very old machine, most of this stuff is automatic now days, you might want to tell us why you would want to do such a thing! and to what machine and perhaps we may be of more help as it is their are a number of steps that will be confusing to most and you will have to type in specific commands as if using the old doss system like I said it depends on what your planing to lode up on this (what will be totally empty machine)
