Your question is nearly as old as Christianity itself. There are conflicting answers which has lead to the two main forms of protestant theology - Calvinism and Arminianism. Calvinism, based on, "while you were still dead in your transgressions, God made you alive with Christ," would say you are regenerated and then given the gift of faith. Arminienism would say that God's offer of salvation is open to you, and when you through faith, respond, He gives you a new life (regeneration). While this leads to a conflict of order, both would say that both faith and regeneration are necessary for salvation.

I'm going to say "faith" as faith is pretty much the starting point of any theology (and I'm not certain by what you mean by "regeneration" in this context).

Faith comes first. All things are done by faith. Jesus asks christians to BELIEVE in him. Belief is an idea. Actions come from ideas. John says in the beginning there was the word. Words are ideas spoken and put on paper. Thus before anything one must have faith.

Without faith it is impossible to please God. He that comes to God must first believe that He is. We are born as unregenerate because of the original sin of man. Through the death on the cross our sins are paid for but as God calls us it is through faith that we are saved from the penalties of our sins. By grace you are saved through faith and that not of ourselves, it is a gift of God not of works lest any man should boast.

Adam had FAITH to begin with. Then Adam became LOST(with-out FAITH) then Adam got Born-Again and had FAITH AGAIN. Ditto!!!!
FAITH came first. Double Ditto!!!!!!!
