I would recommend checking out Etsy or eBay. Both are online communities that usually sell art supplies on the cheap. In many cases, you can find cheap or reduced shipping charges and the seller can get it to you pretty quickly.

Is there any thrift stores or flea markets around your area, those places normaly have art supplies and stuff for cheap prices. You can also go to garage sells, yard sells people are always selling art stuff there too. Hope this helps.
