Yorkies and Silkies don't shed, and they have beautiful long hair as well.

I would suggest a Chinese Crested Hairless. All dog shed some, but many are considered hypoallergenic and shed very little. If you do consider a Crested, take into consideration they need sunblock to help prevent sunburn and extra protection against the cold in winter. A water bottle would be a good thing for this breed.
Before you get the dog, please make sure it is wanted. Your mother should come with you, and be sure she knows all that dog care requires. It requires not only food, but grooming (don't forget tooth brushing!), veterinary care, preventative care, and lots of love, time, and patience.

try to stay away from the shorter haired breeds, ie: chihuahua. they tend to shed a great deal. Your longer haired small breeds like the yorkshire do not shed as much but need more grooming. Best thing is to check out your local shelter or human society. Alot of times they have small dogs that need lots of love and they can help you decide on which ones they have that don't shed as much.

I would NEVER buy a dog for another person unless that person picked it out. Are you sure she even wants a dog? About the only dogs that don't shed (that are small) are poodles. The problem is that you have to have them groomed which can be costly.

Yorkies & poodles are good. Oh & silky. But my favorite is the min. schnauzer! Awesome dogs. Very loyal! Is your mom allergic or is that she doesn't want to be bothered with hair? If it is the hair she might just want to think twice about being a pet owner. They are not toys, & need to be treated as they are-a dog!

A miniature poodle and you don't have to get their hair cut like the traditional poodle. Where it's bald in some spots and a poof ball in others looks funny. A very smart dog little maint. but picky eaters.

Try Shih Tzus. They are non shedding, but do require grooming (I suggest by a professional). They are awesome, loving little lap dogs. She'll be very pleased.

toy poodles, bichons and malteses are all small dog breeds that don't really shed because they have wool type fur instead of regular dog fur...you should look at the shelters to see if one is available for adoption...

Miniature schnauzers.... We have one and are looking to get more. We have a female and she's fully grown at 10 lbs, no shedding and they are great family dogs... playful, lazy, always ready to snuggle and always ready to let you know when someone's at the door.
