Our efforts at deregulation are helping Slumber Safe in Tonawanda to begin the process of putting 100 disabled people to work. Slumber Safe patented a new pillow designed to guard newborns against Sudden Infant Death Syndrome, and was ready to begin manufacturing. But the company was hamstrung because it hadn't received the necessary permit to produce what the state deemed was "bedding material." This was the permit that gave rise to that tag on your pillow that says "do not remove under penalty of law." For years as a boy I went to bed afraid that I'd go to jail if that little tag fell off during the night.

Because the tag contains important information that by law must be readily available for the consumer.

the tag is to inform the consumer of that the pillow is made of in case of allergies

Is it because the material are highly flammable,,, kinda like children's Halloween costumes??

But more importantly, I wonder if any one has ever been fined or jailed..??? LOL

If you buy it, it's yours. You can remove it. Why would anyone want to leave it on there? I know I don't.
