Depends on your understanding of Divine Presence. My knowledge of what you term the "Divine Presence" is the creator God revealed in the Bible. The Bible reveals that God is omnipresent or everywhere at the same time. The universe, matter, forces, etc. are all composed of power or energy. To me, God is this energy, and also he is the power that holds everything together. Also God is a family, composed presently of a Father and Son who have individual characters. There are also spiritual beings in the universe who are not in the God family, the angels. So not only is God or the "Divine Presence" everywhere, there are also angels, beings that can not be seen by us humans, as well. I think it helps people to know that God is everywhere to help them develope a sense of conscience and responsibility for what they do in this life. Our modern culture and civilizations have gotten away from that sense of God or Divine Presence and conscience, and the results are not good. So yes, the "Divine Presence" or God as I know him is everywhere. And what is wonderful is that by developing your own character, your own sense of conscience and self control, to choose right over and instead of wrong, you will qualify to receive the most wonderful gift possible, of becoming an individual member of that God family so you too can become part of the Divine Presence.

God is not physical, so He's not bound by physical laws, such as space. Thus, we can say that God exists everywhere and nowhere.
Imagine the characters of a dream trying to figure out the location of their dreamer.

Yes. If God is truly Omnipresence (All Presence) then there is no where God is not. If one believes that there are places where God is not then one is limiting God...the limitless...and it is blasphemy. The psalms tells us that God is even with us in Sheol (hell).
