Castro may be guilty of some of Sadaam's sins, but he is also guilty of some of Sadaam's successes. There are 2 answers to this Q: one moral, one political.

Politically, Iraq has much more to offer America and the world than Cuba, at least economically. So we have a greater interest in how that country is run, versus little Cuba nextdoor. Also, Iraq is in a very important part of the world, by way of religion as well as of natural resources. There are other issues of course, such as WMD's, human rights abuses, democracy, and ethnic strife.

Morally, Castro has proven to be a very adept world leader, despite censure by the US and its allies. The history of this censure goes back to how he came to power - by revolution, bearing the sword of Communism, just as happened in China and Russia. With the fall of the USSR and (very) gradual increase of freedom in China, not to mention the fall of the Berlin Wall, the US is holding a grudge against Castro for an ancient crime. This is cause neither for waging war against his regime, nor for welcoming him with open arms into the world of US influence, trade, and diplomatic relations.

Because unlike Castro, Sadaam did not have the support of the Soviet Union or "real" weapons of mass distruction at his disposal and the U.S. knew it.

Because when Kennedy told Castro to back off he did. We were very willing and very prepared to take him down at one point ... Castro was just a bit wiser than that Iraqi bozo.
