Find another guy.
Unless he's inexperienced with girls and/or somewhat shy (in which case, maybe you should call him and help him along), he's not calling because he's not interested in you in that way.

If I understand what you're trying to say, You and he are kind of dating. You talk on email all the time but he doesn't call you on the phone.
To start define kind of dating... did you give him what he wants?
Meaning did you bang him? If you did, then it's obvious. He was looking for a piece of a.ss and you gave it to him. Good bye, end of story.
If you haven't yet, then he thinks it's in the near future and you are blind to that fact.
Take it as life experience and move on.

LOL... you might try using spell check to fix your spelling... maybe he isn't attracted to careless writers?
It's also possible that if you are as young as you sound, your boyfriend may be experiencing unexpected changes in his voice due to adolescence, and he feels more confident talking by email!
I am assuming you have met this person in real life? If not, he could be a stalker or someone much older than you are. Remember to be careful.

He won't call because there is something WRONG HERE!!! He's probably married with 6 kids and 45 years old. Stop emailing him. He's a fake.

Call him instead of waiting for him to call you.
Or better yet, actually go on a date with the guy. Nothing better then one-on-one contact.

Ask him to call you. Say, "Hey, i won't be able to take emails for a couple days give me call." Then see if he does.
