I understand that the hi hao is hello, but what is "wei" they will repeat this word over and over again until someone answers... with almost no time to answer back.

its their reply to answers okay, its weird at first but people get use to it

Let's check word by word:
"Wei" means Hi or Hello but the character doesn't mean "how are you". If you call someone "Wei", it rude behavior. Only in telephone conversation can this character be used. Except for that, avoid using it in everyday use. And in the situation you talk about, "Wei" has another function, that is to make sure there is someone answering the phone. And sometime it is used to test microphone, just like "Testing".
"Ni" means you
"Hao" means good
Therefore, the whole sentence means "Hi, how are you?"

Wei is chinese equivalent for 'Hi'.
Ni hao is actually more like "How are you?"
If they keep repeating Wei, it's probably an indication that they can't hear you.
