Possibly, they want to make sure that the gantry can charge their IUs correctly and not end up getting a photo taken of their car for not paying the ERP toll and then ending up with a fine.

1. trying to insert cashcard last min
2. trying to see how much is being deducted
3. trying to wait for the hour mark and possibly pay more or none

They were taught to slow down at road hazards.... and this is one of them.
Of course, they always slow down at anything which can take photo. A good example: Speed Camera.

Because the speed camera's tend to be around there (at least on the CTE braddle and ECP)
