Possibly, they want to make sure that the gantry can charge their IUs correctly and not end up getting a photo taken of their car for not paying the ERP toll and then ending up with a fine.

They were taught to slow down at road hazards.... and this is one of them.
Of course, they always slow down at anything which can take photo. A good example: Speed Camera.

Because the speed camera's tend to be around there (at least on the CTE braddle and ECP)
