Can german wife who is married for over 5 years to american (not Army) go with her husband back to the Staats to live?

Yes, if the proper paperwork is filed.
The American husband needs to file a petition for a spousal immigrant visa. The relationship needs to be proven legitimate, there will be medical and background checks on the foreign spouse, and then a visa will be issued giving permanent residency. It shouldn't be a problem. You can do the paperwork there - I believe there is a special visa category for spouses of Americans. It might take a while but I think it leads to a temporary green card and then you can apply for a permanent green card right away after that since the rule is 3 years after the date of your marriage. Five years after getting a permanent green you can apply for US citizenship.
You can also come as a tourist at any point, and then apply for change of status. It means you would not have to wait for the paperwork to clear to come here. The problem with that approach is that you would not be able to work or go back and forth while change of status is pending. While you are waiting for your temporary green card, you can go back to your homeland and then get back into the US, but only if it is an emergency such as a family death.
Since immigration laws change frequently, the information I gave you may not be up to date. It is best if your husband or someone in his family goes to an immigration lawyer for at least one consultation, so you don't waste your time on something that would not be productive. Also this lawyer can tell you about how the immigration process works in your district. I think it is a bit speedier overall now that Homeland Security took over, but I could be wrong.

If you got married in Germany, and he did not have to become a citizen, then you can come here and you can apply for citizenship.
