The best ever. That's a tough one. As a general rule, if you are looking for great chocolate, stay away from grocery stores. Hershey, Cadburry, Snickers, etc. are all candy, not chocolate.
Their are four kinds of cacao beans (the raw ingredient in chocolate). The most common kind and least expensive is the Forestero. This is what's used in most grocery store candies. Unfortunately, its harsh, bitter, and relatively flavorless. So, they have to add a lot of sugar, vanilla, and other stuff to give it flavor.
But gourmet brands like Domori, Michel Cluizel, Bonnat, Slitti, etc. use premium cacao beans that have a lot of flavor.
Right now, I am really enjoying the Bonnat El Rosario. It comes from a single plantation in Venezuela. Its excellent.

There used to be one called a Secret which was woven chocolate strands and it was filled with a chocolate mousse.
They seem to have stopped making it though. Galaxy is also a great chocolate bar.

Love all the classics, but there are a few recent additions to the market that really deserve some recognition! Namely, cadbury's creme egg dairy milk bar, and cadbury's turkish delight.
