Outlook Express is usually free with windows and Outlook is a paid for product, usually packaged with Microsoft Office.
I always use Express as I don't really use the other features - I like my software simple thank you! I also think Express is better for reading the newsgroups too - I never worked out whether you could do it in Outlook!

Outlook has more features. It has a calendar and a better address book. Express is primarily just for email while Outlook is more of a full featured client.

Outlook express is the smaller version used for home use.
I converted to Outlook for both home and work, because the features all you to do so much more: eg: my wife can send me a meeting invite to work, and it appears in my calendar.

Outlook Express has fewer features and is less complicated.
It is more suitable to the casual user who wants it for email & contact information.

express just deals with emails
contact can also do your calender, tasks etc
