I am an American guy in China doing some consulting work. The city I am in has very few English speakers or foreigners. I get flirty looks from some girls here, but I can't speak the language well, and even if I could, I still wouldn't know how to approach a complete stranger.

Learn some phrases in chinese, and when you get those flirty looks use them. How did you approach complete strangers when you lived in the states? Do it the same way there, it's all the same. You must have someone you can talk to there, ask about dating customs.
