Resource conservation consists of two parts. They are first part, reduced use of the resource by substitution, or increased efficient use of the existing resource. Second part, by recycling the existing resource over and over again. By applying both these methods concurrently, the resource will be conserved, lasting much longer than it would otherwise. If 100% of the resource is recycled, then the resource becomes unlimited, and is totally conserved. Thus, "waste not, want not".

it is the planned usage of resources in which consumption is limited in a way that will prevent the depletion of that resource.

This is to be contrasted with resource PRESERVATION, by which usage is ceased altogether.
