If you believe the owl in the commercial, it takes three licks to get to the center of a tootsie roll tootsie pop.
In practice though it will vary by the type of tootsie pop, the amount of friction you apply to the pop, the amount of ancilliary sucking and rolling about in the mouth, and what you do once you get to that sticky gooey center.
