20/20 means you can see at 20 feet what other healthy people can see in 20 feet. So, 20/20 means normal. 20/60 means you can only read at 20 feet while others can read at 60 feet, meaning that you need to wear minus glasses.

If you have 20/20 vision, it means that when you stand 20 feet away from the chart you can see what the "normal" human being can see.

In other words, if you have 20/20 vision your vision is "normal" -- a majority of people in the population can see what you see at 20 feet.
