Oddball is right. The Chihuahua thinks that she is leader and is actually extremely stressed by the fact that she can not do the job properly.

Try to take back control as the leader; note that this does NOT mean making your dog submissive. She has to CHOOSE you as leader to be willing to do what you want. Ever had a teacher or boss that you didn't like but were forced to listen to? If they REALLY needed help, would you? Your dog is the same. Get her to choose you as leader and she will do ANYTHING for you. But how...3 choices...

1. make an appointment with a 'dog listener' - see www.janfennelthedoglistener.co.uk for links to 'listeners' in your area.

2. Read the book 'The Dog Listener' by Jan Fennell. You may still want to call a 'listener' after if you are not sure of how to do the 4 steps or just want a little more reassurance.

3. try this for now - when you enter a room do not interact with the dogs (both of them) until they are calm. This means do not talk to them, do not pet them, do not even look at them. You want to make your own personal space; that's what leaders do. Think about a king, do you really expect everyone to rush up to him when he enters a room? No. they give him some breathing space until he calls them to him. When your dogs are calm, leave you alone and lie down on their side, wait 3-5 minutes then call them TO YOU. When they come, fuss over them. If one does not come, fuss over the other. If neither come, ignore them for an hour and try again. It is a question of who is in charge. If the King calls you, you will come, but if you call the King, do you really expect him to come to you??? Get your dogs to think you are the King (or Queen!). That should get you going.

When was the Terrier introduced into you pack?

You have allowed her to become the leader of your pack and she is only doing the role of leader, as she thinks it should be done. It is apparent she doesn't know how to be the leader. The leader of a dog pack never acts that way.

If she were in a wild pack, any dog allowed to join the pack, by the leader, would be accepted by her and the other members, without question.

It is obvious you are not the leader since she is not willing to accept the Terrier as a new member, allowed by the leader.

You need to establish yourself as her leader. Then she will be fulfilling her role as a follower and be happy and accepting of new members.

If the Terrier has been around for a while, then she is trying to prove her dominance over you and him, by cutting off his access to you.

Your dogs are family members not children. They cannot be treated a if human. They must lead a dogs life or they will never be happy and neither will you.

It's your responsibility to see to her safety. You should have researched the breed before getting one. Are all of the dogs in question neutered and spayed? That helps. You can take her to dog training and learn how to teach her to respond differently. Chihuahuas often pack a "big dog" mentality and you may end up having to keep them separate if dog training doesn't work.
