I think the correct choice is #1. If you were to simplify the sentence as follows: "I don't know how to say the word in English" - - it makes more sense than - - "I don't know how to say the word that I want to say". I hope this helps.

The first is better. The second one is an example of a misplaced modifier which means that in the second sentence you are putting the words in the wrong places, which makes the meaning of the sentence all wrong.
