Yes they can.
They dream of sounds and feelings and smells they grew up with, but no one's for sure if they can see anything. Some experts just believe that all they see is nothing since they don't know what things look like.
My mom works with sleep research and she has told me that blind people during sleep have the same brain stimuli that regular people have when they are dreaming.

I'm going 2 say yes because yes their blind but they still have a subconscious just like u and all human beings and dogs which causes us 2 dream.U know that a lot like 1 of my fave questions if u break your lag and don't see it will u fill it I think ON.

Yes. Dreaming is natural and critical as part of the rejuvination process, rest, and human memory.
Blind people, like anyone else, would go crazy an have severe memory problems if they didn't dream.
Now, what do they "see" in their dreams? I have no notion whatsoever.
