I normally get photos from www.istockphoto.com and they are about $1 each, but I can't find a Cambodian dancer there.

I'm willing to pay a very small amount (up to maybe $5). A public domain photo would be best.

It must be legal for me to use.

You could search for photos that fit your needs on Google Images and then contact the website you find them on for permission to use them or to ask whom you could contact for permission to use them. The photo stock companies that I have used charge around $125 for royalty free images.

you could always ask the owner of the website if it was okay to use their picture on your website with permission from them. Just use a copyright symbol and the website link and your all set.
