I have kissed some men recently who LICK my lips with their tongue (not in a hot way) rather than kiss with their lips, what is up with that? Are they just brain damaged or should a class be offered on kissing???

Don't over think it. Get to know her. If she seems like a girl who appreciate an asking for permission, go for it. If it seems like spontenatity would be more in her idea of romance, wait for the right moment, and kiss her. There are no rules that work in all situations and with all people. Play by ear, (by the way, for some folks, kisses on earlobes are the bomb!)
