what is buttet? or you've mispelled with buffet..

if it is buffet, you have to make sure that the location of the restaurant is among offices or any place where many people can pass through it. Budget the range of food and be prepared to find good but cheap chef to cook that

Then, give them not just the same food everyday, make a special menu each day, give it to the ads few days before. It is better if the price for the buffet has already included taxes and drinks..

Find an area where you think your business would flourish
write a business plan if you need to apply for a loan to get started
apply for the loan and hopefully get approved
get a license to operate a business
find a location
get fire insurance and general insurance to cover expensive equipment and potential lawsuits in food poisoning cases (you may not ever have to use it, but you should have it)
equip the kitchen if the space doesn't have one already
furnish the dining area
have the space undergo initial inspection by the Board of Health
Get an initial inspection by the fire department to ensure your customers can get out safely in an emergency
create relationships with food, restaurant equipement suppliers and disposable supply wholesalers and set up accounts and delivery schedules with them
hire staff: chef(s), cashiers, bus boys, dishwashers
plan the foods you intend to have in the buffet or leave that to your chef
decide what drinks you will serve
get a liquor license if you plan to serve wine, beer or liquor.

Be prepared for surprise inspections at all times, it DOES happen.

There are probably dozens of other things, but you get the picture. You can't just get a space start cooking and call it a restaurant
