I think you should tell him. Guys like confident (not too confident, of course) girls. Writing does not help that much, it makes everything kinda awkward. Tell him.

You would be very surprised how much a guy likes to be told he is liked. Do it in private and don't do it in writing, so if it goes bad you have deniability, no written evidence. He may act like he doesn't care, or like you, but give it time and you may find he really does like you.
