can my yellow lab get conjunctivitis from an in-ground swimming pool?

the pool doesn't use chlorine,but salt

No, the chlorine would kill the virus.

Probably not, but I wouldn't know that for sure. It is common though, for a dog to get conjunctivitis from licking it's butthole. And, if it is doing that a lot, it more than likely means it has infected anal glands or impacted anal glands.
