If you have an outstanding warrant in an Oklahoma County, unless it is placed on NCIC no law enforcement agency (police, sheriff, etc) will know you have one.
For example, you have an outstanding warrant in Tulsa County and you are stopped in Washington County and arrested for DUI, Speeding or whatever. When Washington County does their record check, if Tulsa County has not placed your outstanding warrant on NCIC on one will know about it.
Golly...warrants can be issued for anything from Failure to Appear, not paying a speeding ticket, jaywalking and not paying your fine - you need to be more specific

If you have an outstanding warrant in Tulsa County OK, you can be picked up in virtually any state if the police find out about the warrant.
A warrant can be issued for any crime, or for contempt of court.
