Well, it takes a bit of creativity, but it can be done. First, before you do this,make sure you have a good reason to do so. If it's just to get cash to blow somewhere, then walk away. However there have been times that I have known I needed the cash for an emergency but been unable to get the cash and credit cards do no good.
If you are still determined, you might want to set up a PayPal account. Do not use the card information you want to get cash from on your account with Paypal. It would even be better if you had an alternative address on your PayPal account, such as work.
Once you have your account open, you can send yourself an email requesting payment for a service, by which you can then pay by credit card, minus the small fee. Once you have paid yourself, PayPal allows to you transfer funds into a checking account (or even by a debit card from ATM that they will send you.)
Like I said, takes some creativity, but can be done. Just be sure you NEED to do it.

I don't think that you can get money from a credit card if you don't have a cash advance option. Even if you buy something and then return it, they'll generally just credit your account instead of giving you cash back. With a credit card, there is no "money in there" - instead, it's money that you are allowed to borrow and will have to pay back. Please be careful. I really messed up my credit when I was younger because I didn't know any better and would hate to see anyone else in the same situation.

Well, there is another roundabout way. Not all companies allow it, but when I really needed cash a while back, I charged my cable and phone bill that month and used the cash I would have use for those bills to get me by. I DO have cash advance services on my account, BUT the interest rate for a cash advance is ridiculous, and the utility bills went through at my purchase rate.

I'm really not sure your able to then, I had a debit card, and once I put the money on there, I was not able to take it off, kind of aggrivating, good luck on that though. I suggest dropping that one and getting one that has a cash advance plan of some sort included with a low APR.
