I use Blaze Media Pro. You can do that and more. You can convert videos and music. You can also edit them. For example, if you wanted fire on your videos, you can do that with the Blaze Media Pro! I also use Super MP3 Converter, but I tend to like Blaze better because it provides more.

The program I like the most for managing audio files (converting/ripping) is Total Audio Converter. Get it here http://bitly.com/1sW2vlG
It's a must have program.

This is the program I use, and it's really good and easy to use:
Acoustica MP3 To Wave Converter PLUS
with it you can lower/increase the bitrate, or convert between mp3, wav and wma (unprotected files only)

Polder bits from Holland. Lets you convert bit rates, change formats, record any audio to mp3, wav. Also lets you "capture" any audio from online (ie iTunes, YME etc) and save to disc as mp3. Been using it for 7 years.

WMP will do it, but as far as the best/easiest? I'd use iTunes. http://www.itunes.com

Free and runs on Windows and Mac.
