Talk to a recruiter. You attend college, but have to spend extra time in NROTC activities and courses while attending normal classes. After you graduate, you become an officer and serve a couple more years.
You stay in school during the NROTC program and are not sent off to a war if there is a war going on.

Negative. You do not have to attend college first. HOWEVER, it is certainly better to try to go officer while attending college, rather than being enlisted first. Once your enlisted, you are at the mercy of your division and command. You may not get enough time to apply for the NROTC scholarship if you go to sea. I would talk to an officer recruiter first, before thinking about enlisting in the Navy.

Yes, don't confuse ROTC scholarships with the GI BIll. Any service ROTC scholarship is full or partial & will help you pay for college so long as you keep your grades up & perform satisfactorily in the ROTC program (including higher scores on physical fitness tests).

Yes - college first, military second. But think carefully about it - joining the military, especially in a time of war, is a serious decision.
