the high shcool allows it, but not the middle school or elementary

because its impolite, its custom to take your hats off indoors.
Leaving it on is a sign that you are ready to leave whenever you feel like it.

This is because the people who run your school are conservative fascists who are mean and like to control you. They want you to conform to rules that are stupid and meaningless. They are old boring people and they think they have a good reason for not letting you wear a hat but the real reason is because they want to control you. It is a rule that they use to make you do what they want. But we also do not wear hats inside as a way of being polite. It is very polite to remove your hat when you go inside a person's houes and rude to wear one at the dinner table. If you want to be polite then you should not wear ahat inside.

I think it's an etiquette rule, but you're not supposed to wear hats inside buildings.
It could just be your school's dress code.

I know when I was in highschool it was so that the security camera's could see our faces. It was an issue of that somebody random could come in and terrorize the school and not be seen.

Because the people who run the school have no life and they just want to have another rule that you can disobey so they can punish you. i think it a stupid rule and that whoever made it needs to get a life.

In many schools its a concern that it aids the student in cheating or concealing what they're doing (i.e. sleeping) from the teacher/professor
