You don't indicate whether you want to pay for it and what platform. The Mac has some of the best video/picture tools, but I assume you want a PC tool. A very good one that is easy to use is MS Movie Maker: http://www.microsoft.com/windowsxp/downloads/updates/moviemaker2.mspx
It's free and allows video, pics, music, voice over, text, transitions and the like. Worth the download.
