If you are truely overweight, you will need to burn more calories than you take in if you want to reduce the amount you weigh. You say your weight but not your height, you should look here http://www.weightwatchers.com/health/asm/calc_healthyweight.aspx to find a healthy weight and BMI. Once you are eating a healthy, varied diet that includes whole grains, friuts and vegtables and minimal fat and sweets, you will be better able to exercise and tone and sculpt your body.
Aerobic exercise such as walking and running as mentioned in previous answers will help you burn more calories and keep your heart healthy. The next step is to start lifting some weights and doing anaerobic exercise. As monetioned previously there is no way to spot reduce but you can concentrate exercise on a trouble area. For abs and core strenthening, I reccommend a mat Pilates workout. Go to your public library and check out a DVD and see what it is all about. I have had more results from a few months of Pilates than all the crunches I performed in previous years!
I speak from experience as I have lost 30 plus pounds and I am getting into great shape. You will never have 6 pack abs or a trim waist without reducing your overall weight. Good Luck and be sensible with the diet and exercise routines you choose. Give yourself a break if you slip up and don't be too hard. It will be gradual then and you will have a better chance of keeping it off.
Congrats to you for realizing you need to do something now. Since you are young you can make the choice now to live a healthy lifestyle and not end up with problems later on down the road of life.

Sit ups! Do sit ups every day, working up the number as much as you can every day.
I was like you, discontent with my waist size, and that's what I did. After a week(it'll probably take you longer, my body changes REALLY fast) I was doing 1000 sit-ups a day(2 sessions of 500) and my stomach was staying in. I'd say I lost about 3 inches around my waist(which was 28 before) maybe more.
Crunches and trunk twists are good too. Crunches are very good if you have a time constraint for sit-ups.

Running is the best way to melt off fat. And of course diet is about %70. You have to burn more calories than you eat.

Honey, it's no mystery. Eat no sugar, no fat and no starches. Lots of veggies (without butter) Lots of fruit, Lots of water. Never soda, not even diet, never any milk, never any flavored drinks at all other than unsweetened juices and green tea, lots of green tea. Good luck, I know you can do it, don't quit when you mess up, just take it from there again and again.

try walking alot(more and more gradually) and drinking 1/2 of your weight in oz of water.( 150 lbs /2 = 75 oz of water a day)

You need to do aerobic exercise to burn fat around your waistline. Try walking or running (running is more effective).

do crunches and run. also don't eat stuff with trans fats; they're a lot harder to burn off.
