It would seem like it,but their swallowing mechanism is just not as advanced as older children.Getting the saliva to the back of the tongue and then swallowing comes a little later on.They do however produce more saliva when they are teething.

No, it's just that adults keep their mouths closed more, and swallow more of there saliva.

maybe we are just used to swollowing it and they just let it drool out?
