A gift certificate to a professional photo studio where the graduate can have his photo taken in the new uniform. Or a quality pen for writing tickets. A funny gag gift would be a nice travel coffee mug with a donut shop gift certificate.

A free months worth of Krispy Kream donuts along with some pork Rhine's. Just kidding. You can never go wrong with a Mag Lite. They come in different styles sizes and should be well with in your price range. Don't forget to look under police gear on E-bay either. You can find some good equipment and stuff like that at a good price also. A fancy pen is a good idea with a name or personal quote engraved on it.

A good pair of handcuffs, an expandable baton and holder, some belt keepers, a decent flashlight and holder, a folding knife, a leather business card holder that can go in a shirt pocket (really handy to store punch cards from coffee shops and donut stands ha ha), a handcuff key pen, a decent pair of boots (check out GALLS.com), a gift card to a coffee or donut shop, and maybe as a joke, a pair of rose colored glasses.

You could consider getting him a really,really good Swiss Army knife. It'll come in handy in SO MANY ways in his line of work - for opening things, cutting through things, picking things up, moving things around, whatever.
Or, you could get him a watch with a timer/compass/light/etc on it that is also scratch-proof and waterproof. He's going to be out a lot on the street, will need to keep track of the time without having any clocks handy, and having a little compass will tell him which direction he's headed in without him having to think about it (handy if he needs to call for backup while moving quickly or needs to let someone know where is and where he's headed).

I would think he's enjoy anything you would enjoy. Does he play golf or poker? What are his interests? A gift cert. for a nice restaurant is always nice if you can't come up with anything else. Or a cert. for a foot massage. Policemen spend lots of time on their feet.
