My wife is 29 and has very long hair. She washes it regularly and colors it only about once a year. The problem is, it is everywhere. Any tips that don't involve cutting it all off?

Stress can cause that... also so can the wrong kind of brush, or brushing your hair when its really wet. A quick solution would be to put it up in a pony tail.
So she should get a new kind of brush (whichever kind she doesn't already use) and wait till her hair is dry to brush it.

Maybe she should cut her hair a lot shorter, maybe her hair is too heavy? Also tell her not to use a lot of conditioner. And when she uses it, just to use it on her ends, and make sure the conditioner does't touch her roots.
