This answer is based on the laws of the State of Washington since you did not say where you live. If the scooter has an engine of 50cc or above, it is classified as a motorcycle. As such:
1. Motorcycles do not have a compulsory insurance requirement. If you are financing the scooter, your loan company will probably require insurance.
2. All motor vehicles regardless of size that are to be operated on state highways require a license plate.
3. Operating a motorcycle requires a motorcycle endorsement on your drivers license. Additionally, for a person under the age of 18 to get a motorcycle license, they must complete a course sponsored by the MSF.
