I am inclined to agree. The all powerful God would not create such a vicious cycle. But a powerful god would. The world is full of many gods and one such god is found at 2 Corinthians 4:4 and at 1John 5:19. Those identified with this god are at 2 Corinthians 11:13-15. So to answer your question: Our creator God did not purpose such viciousness to exist, but a god did and it was his choice to do so. This is found at James 1:13-15. The true God had a purpose in creating us and all other things. This will soon be realized under his Kingdom rulership by his Son Christ Jesus, this will remove the viciousness and necessary killing of other life. Then we will see in action the benefits of this rulership from an all-powerful and all-loving God. That is what I think of your quote.

Most people do not realize that when we talk of good and evil we are referring to different sides of the same coin. It just depends on where your toss lands. The book of Ezekiel tells me that God created good and evil. Call Him evil if that is how you perceive killing, call Him good if you see the survival of the fittest as part of the evolution process. Fire kills but it also cleanses The irony is that even when he engineers killing He is always doing good. The first killing in the Bible was done by God Himself. He killed an animal and used the skin to cover Adam's nakedness because Adam's solution of an apron of leaves could not last.

Killing only came after man sinned
before that man didn't eat animals or animals eat animals. It is really man's fault and that we would learn what we really have done.
