If you want "cut" not size, go high reps low weight. Obviously, the reverse is what is needed for size.

KB has the most informative information, only you know which weight to use. Check them out, try lifting 10lbs. X 12 reps, see how it feels, if you can't finish, then you know it's too heavy. Three sets are needed, If it's ok then you could start there, it's difficult to tell you which weight would be best when I can't see you or talk with you. Try the 10 lbs. and go from there. Don't worry about getting huge arms, this would take more than 3 sets, and alot more time, but you do want the weight heavy enough to be challenging to your muscles, heavy enough to push them to get them toned.
Do the arm work every other day, or maybe Mon.Wed.& Friday's as they need a day inbetween for recovery. Push up's are great, they work many muscles, go for it.

The saying goes more reps, less weights. But you won't burn fat with just weight training alone. You've got to incorporate aerobics in your workout for that. 30 minutes atleast 3 to 4 times a week. That, along with the strengh training should tone your arms up in no time! Good luck! :D

For the most part: higher reps for mass and lower reps for strength. But if its fat you're trying to get rid of then you'll have to improve your diet. As far as how often..work your arms once a week, but make sure you go all out when you work them, no pussy footin around.
Push ups will NOT work your arms, they'll work your chest and your forearms a little

the heavier you lift the bigger you get... if you want to get toned, you'd use lighter weight and higher reps. if you're just starting out, you'll want to use lighter weights anyway so you don't cripple yourself. I'd do three sets of 10 to 12 reps... use a weight that allows you to complete the sets/reps but no more. you'll begin to see results in a few months... maybe sooner and maybe later... Pushups are great to build up your chest, shoulders and triceps. If i wanted to build up my arms though i think i'd do dips to hit the triceps and curls to hit the biceps... finally, i'd subscribe to men's health and men's fitness. both mags spell out workouts in detail and are well worth the money...

Dumbbells won't do anything. Also, as far as huge arms go, you don't get those without major steroid use.

Shaky stuff is fat. Muscle is rock hard when flexed. Diet to loose shaky stuff. If you are not over weight, it's genetic.
