His reply is way too formal for someone who might be interested in you. If he hasn't been in touch in ten days, take that as enough evidence to say he doesn't want to see you.
I can't tell you his reasons, but don't let this get you down or hold you back. Forget him, get on with your life and meet new people. There is someone special for you out there, who deserves your time and attention far more than this guy.

But as I always get told, if a man is interested enough in a girl then he will always call.
Then again, if he is shy this is not always the case.
If I were you i would try to text him just saying "hey do you wanna do something one night next week?"
If he doesnt reply then give up and move on to someone better.

You need to move on. If he hasn't called, or contacted you in 10 days, most likely he's not going to. Life is too short to waste on wondering and doubting. Find another guy, and move on! Good Luck!

Sounds to me like he gave the 'brush off'. He did not specifically say that you should see each other, apparently a 2nd date was not discussed. His silence speaks volumes.
