Active military personnel in the People's Liberation Army (ha!) is 2.25 million. With reserves and paramilitary, it's 3.25 million. The largest standing army in the world.
The other poster is correct that communism places all the people under government control. But that doesn't make them military. They would have to arm and train them all.
It should also be said that most military analysts think China is a paper tiger. They don't have the ability to move large numbers of troops around, and they lack advanced technology. They purchased one aircraft carrier, that is now being used as a theme park.

*Why is everyone in the government part of the military? Is the attorney general part of the military? Are the supreme court justices part of the military? What kind of stupid assumption is that?
