It's perfectly normal to have skin that reacts differently at different times of the year. It's more common to experience dry skin during the winter months, when humidity is low, but some people have a genetic or hereditary tendency to develop dry skin all year round. In the summer months, sweating tends to rob our bodies and our skin of moisture and exacerbates skin conditions such as acne and eczema. And for dry hair just whisk a couple of egg yolks together in a bowl. Apply to hair, and cover with plastic wrap. Leave on for 20 minutes.
Dry skin is also part of the natural aging process. With age, we lose underlying support from fat padding and connective tissues. This makes the skin less elastic and drier as a result.
Dry skin can be minimized by:
Using gentle cleansers
Taking lukewarm (not hot) baths or showers
Limiting baths/showers to 5 to 10 minutes
Applying a moisturizer right after drying off from a shower or bath (you may need to use a heavier cream or lotion during the winter months)
Using a humidifier to add moisture back into the air
Regardless of what time of year it is, make sure your body is well hydrated by drinking lots of water. Your skin is a reflection of your overall health. Keep your body healthy and your skin will be healthy too!

I know that they make water purifiers for kitchen sinks - I imagine they must make them for the tub/shower too, but have no clue how much something like that would cost.
Use moisturizing soaps, shampoos, conditioners and lotions. For me, St. Yves with Aloe Vera lotion works wonders. Lever 2000 soap (bar or bottle) is very moisturizing for the skin.
I buy various shampoos and conditioners - but all must say "extra moisturizing" - most work pretty well.

eucerin lotion works well - also try to olay in shower lotions - use a leave in conditioner like paul mitchell condition to keep your hair from drying out. for shampoo and conditioner get ones for chemically damaged hair. you may also want to consider once a month or so wash your hair in bottled water i had to do that when i lived in AZ - even the cheap bottled water - or the refill stations at the grocery store were better then the tap water - so once a month i would fill every old milk jug i had and wash my hair in it!!

I have hard rusty water and blond hair. It sucks. I use Redken clarifying shampoo 2-3 times a week and it helps. The other days I use Herbal Essences. That stuff really gives my hair moisture. Then I use Bath & Body Works lotion. I have excema, too so I have really bad dry skin. Good lotion, but expensive.

I have hard water also and it sucks. For shampoo and conditioner try Redken All Soft, it works wonders I have very coarse hair as it is but with the hard water it is even worse. but the All Soft is fantastic. There is also a spray you can use as a leave in and it is great too. The stuff is available at beauty parlors that sell redken. Alot do. Good Luck.

after you wash your hair, rinse it with bottled water, and then use a leave in conditioner. Also splash some bottled water on your face. This will help. for a more permanant solution look for companies that can put filters in your home.

don't wash your skin with bar soap. use liquid. it doens't fry out as much. cetaphil is a great face wash. lotion also. and use lots of conditioner. after you get out of the shower spray a conditioner/detangler in your hair. it makes it smooth and soft.
